During yesterday’s official visit by President of Ukraine Volodymyr Zelensky, Ukrainian and Estonian operators of republican networks of the Internet of things – IoT Ukraine and Levikom Eesti – signed a memorandum on the joint development of solutions and services for the new generation of the Internet of things (IoT).

The series of events on digital topics Digital Society Sandbox, which was opened yesterday in Tallinn by Estonian Head of State Kersti Kaljulaid and President of Ukraine Vladimir Zelensky, lays the foundation for a new format for cooperation between Estonian and Ukrainian digital enterprises on the joint development of e-government.

“The greatest value of the sandbox initiative for the digital society of Estonia and Ukraine is that we equally understand what digital public services are. Many states are developing public e-services, but opening them up to the private sector has so far been unheard of. And now we have two countries that understand this the same way. Estonia has a global market and a reputation, but there probably will not be enough strength to satisfy all demand, and Ukraine needs labor and good ideas. In addition, Ukraine will be able to build its e-state using technology 15 years more modern than that used by Estonia at the beginning of the journey, ”said President Kaljulaid.

“The introduction of e-services will not only free people from unnecessary bureaucracy, but will also contribute to the fight against corruption and increased confidence in the state, that is, this is a very important project for our young state. In recent months, we have been working at turbo speeds, during this time 82 new acts have been adopted that improve the business climate of Ukraine and help fight corruption. Estonia gained a similar experience under the government of Marta Laar in the 1990s, and radical changes in Ukraine also require radical steps in the fight against corruption, building an e-health system and developing an e-state, ”Ukrainian President Vladimir Zelensky explained.

At the first stage, cooperation is planned for three years, during which regular hackathons and brainstorming sessions will be held. The initiative council includes representatives of Estonia and Ukraine. The goal is to bring together an ecosystem of startups, IT sector entrepreneurs, government executives, and presidential councils as part of a working, creative, and direct collaboration. The events will be held alternately in Ukraine and Estonia, experts in their field, as well as institutions and enterprises are invited to participate in them. Estonia and Ukraine have good experience of state e-government hackathons, which creates good prerequisites for creating a common digital sandbox. Positive competition in the digital society is also expected to help find new solutions.

The cooperation between the two countries will focus primarily on enhancing mobile and digital skills in order to make e-government in Ukraine accessible everywhere and for everyone. Serving your people through mobile phones also requires a significant reorganization of services, since the smartphone screen is much more demanding in terms of user experience. At the same time, the new technology will change the processes of the public sector so that people get access to better, faster and more accurate services. 

The memorandum of cooperation signed by the ministers of digital development of Ukraine and Estonia at the same event creates a good platform for other initiatives as well as for practical steps, the first example of which is the Digital Society Sandbox.

According to Oleg Stefanyuk, founder and president of IoT Ukraine, they were encouraged to develop cooperation with Estonians by the official visit of President Zelensky to Estonia and the participation of the presidents of both states in the Digital Society Sandbox digital forum. ”With Levikom we have already cooperated before. For example, we shared our wide experience in the field of smart solutions in agriculture – Ukraine has the largest grain cultivation sector in Europe , and IoT Ukraine, together with enterprises in this field, is developing the Internet of things, ”said Stefanyuk. “The field of the Internet of things is growing in leaps and bounds, so international cooperation is simply necessary to meet the demands of the market.”

According to the largest co-owner and chairman of the board of Levikom, Toomas Peyek , for four years Levikom has built an Internet of Things business in Estonia and now the company is looking for expansion opportunities in international markets. “Entering the world market through this cooperation seems to be an opportunity that will definitely bring income. Partnership with the Ukrainian market leader allows Levikom not only to gain access to a large market, but also to realize its experience in implementing dozens of Internet of Things solutions and services in Estonia, ”added Peyek.

IoT Ukraine President Stefanyuk and Levikom Peyek Chairman of the Board agree that good relations between Ukraine and Estonia should be expressed in comprehensive cooperation in the field of telecommunications and the IT industry. The agreement between Levikom and IoT Ukraine is a good example of the first results of a memorandum of cooperation concluded yesterday between IT ministers of Estonia and Ukraine.

Levikom and IoT Ukraine cooperate in many areas – including the unification of the Internet of things networks, so that business customers can use roaming services and IoT border services – for example, monitoring in the field of logistics and transport. It is also planned to jointly develop new solutions and services of the Internet of things, and the opportunity to share work experience in individual sectors in which enterprises operate in local markets, as well as represent common interests in industry organizations, such as the LoRa Alliance.
